The CT2 cable tester monitors the heating element while the system is being installed and helps find faults before the floor is cast. Damage to the cable shows up the moment it happens, so a damaged heating cable is not buried in the floor construction.
 
CT2 is a monitoring instrument. It does not replace accurate measurement with a professional multimeter or an insulation tester.
